Two of the volunteers who helped take care of dogs seized from a Ballantine dog breeder have filed a complaint against Yellowstone County and a group overseeing the care of the animals.
Back in January, Yellowstone County authorities seized more than 200 dogs from Linda Kapsa. And as part of a plea agreement, Kapsa was allowed to keep three dogs and volunteers could apply to adopt the others.
Penny Ronning and Kelly Dennehy both say National English Shepherd Rescue breached the plea agreement when it denied them ownership of two dogs.
"The plea agreement clearly states that we get first preference. And that's been violated. it doesn't state that you get first preference of NESR doesn't want the dog" Ronning said. "It doesn't state that you get first preference if NESR deems the dog adoptable. It doesn't state that at all."
We contacted the National English Shepherd Rescue for a response but have not heard back from the group.
