BILLINGS - Three years ago Arch Coal , the nation's second largest coal supplier, agreed to pay the state of Montana $86 million and future royalties to mine half a billion tons of coal in the southeastern corner of the state.
Since then, the St. Louis based company has established an office in Billings and has acquired leases on 1.4 billion tons of Montana coal.
The new Otter Creek Coal Company submitted its permit application to the state of Montana last July, and is currently moving ahead with engineering and design plans for the largest proposed coal mine in the lower 48 states.
Montana Congressman Steve Daines met with company officials last week, as part of his whirlwind tour of the state touching on natural resource and energy issues.
